New features as of version 0.86

  Added routine called WriteTabToOpalFile (added for consistency).

  Fixed a bug in WriteTabToOpalFile, ReadTabFromOpalFiles so that they
  throw exceptions if the file has problems opening.

  Updated to opencontainers_1_5_5:
    -Fixed a bug in WriteTabToFile, ReadTabFromFile
     so that they throw exceptions if the file opening has problems.

  Bug: In opalprint.h, forgot to make a routine inline, so it
  caused linkage errors
